BCA will prepare for your signature this document Required by the Commonwealth of Mass Health Connector. |

The BCA analyst will prepare a customized approach for your firm that takes into account your special requirements. This will be used to guide the compliance process. |

The regulations require that you inform each eligible employee of their rights and responsibilities under Healthcare Reform. BCA will prepare and distribute the required employee communications |
| HIRD Form and Guide for Employee |
Complete Comply provides all of the materials that musst go tom each employee as required by The Massachusetts Health Care Reform bill (Chapter 58 of the Acts of 2006). Each employee receives a 2 Part NCR form, printed with their name address etc. They must return this form to BCA in the Postage Paid Reply envelope. |
| Receipt, Scanning and Online Storage (3 yrs)of Employee HIRD |
Signed Forms returned by the employees are scanned available over the internet to the company and each employee. This satisfys the Commonwealth regulation to store these forms for 3 years. |
| Register Company with Mass Health Connector |
There is a Statutory requirement in Massachusetts that all eligible Organizations must register with the Health Connector in order to be able to offer the Connector Health Plans. Registering with the Connector enables employees to shop on the Connector site. |
| Provide Eligibility Feed to Mass Connector |
It is necessary to send the Connector a census file on all eligible employees. This function is required by regulation and is done on your behalf by BCA. |
| Prepare and execute employee materials for Annual Cafeteria Plan Open enrollment |
Employees must be given an annnual opportunity to join the cafeteria plan. Failure to do so may invalidate the Plan. BCA sets up and manages this process. |
| Accept Section 125 enrollments during the Plan Year |
Enrollments and waivers must collected from each employee, such as new employees, as they join the organization. BCA handles this task. |
| Advise on Fair Share and Free Rider surcharge Calculations |
These important calculations are required to ascertain if any penalties are required. They must be submitted online via the DUA website ( the agency that manages Unemployment Assistance) |
| Assist employer in providing Payroll deduction and Cencus to the Mass Health Connector |

An analyst is assigned to your case and is available for general advice and support. The cost for this support is included in the Annual Subscription Fee. |
| Audit Support is provided by BCA. |
An analyst is assigned to help you prepare for an audit, if one is required. The cost for this support is in addition to the Annual Subscription Fee and will normally run between $350 and $500. Audits are not commmon but it is good to know you are fully supported in this area. |

You have access to the same world class technology; including the Employee Communications publishing platform where you never have to see or handle an employee Health Insurance Responsibility Declaration "HIRD" form. All forms are printed in our facility, mailed to each employee with a post paid return envelope and when received are scanned and stored with the employees record.
