In order to accomplish compliance with the new Massachusetts Healthcare reform BCA has to perform over 50 different functions on behalf of an employer, not once but on a continual basis. The reqirements are extensive and an ideal task to outsource. You can see a summary of the employer requirements in our Knowlegebase' or examine the requirements in detail at 'A Mass Connector Employer Handbook'. Below is an outline of the services BCA will provide.

1. Development of a client specific Massachusetts Compliance Plan outlining all of the employers responsibility under the new mandates.

2. Preparation of a Database of employee data so that each employee can be examined and given the materials to comply with the mandates.

3. Creation of a Section 125 Cafeteria Plan if none exists.

  • a. Enrollment of all eligible employees in the Cafeteria Plan.

  • b. Prepare the information required for the Employer HIRD documents for Massachusetts to be filed by the employer with the DUA.
4. Preparation of the Employee HIRD form

  • a. Distribution and collection of the form via US Mail from those employees required to complete the form

  • b. Scan and store these forms for three years and make copies available to the employee and state regulatory agencies as required.
5. Define Payroll deduction process for the members of the Cafeteria Plan that request this service. Enable client payroll to accept payroll deduction amounts and send the resulting deductions and payments to the Connector.

6. Other Services: BCA will provide all process consulting and if requested Legal review of the entire process. This may entail some extra charges for the legal review.

The Role of the Portal

All contact to provide employee data, review reports etc. is over the internet via the Complete Comply™ Portal and email. Each user be able to register and obtain a unique Login ID and password.

The role of BCA Operations

BCA Operations will process the individual employee data on a 24/7 basis and make sure that all compliance requirements are met on an ongoing basis while determining.

1. Is the employee Eligible for the individual mandate?
2. Do they participate/or waive participation in the employer’s coverage?
3. Is the employee Eligible to purchase coverage from the Connector?
4. Is the employee Eligible to participate in the Employers new Cafeteria Sec. 125 Plan?
5. Have they elected/waived to be a member of the new Cafeteria Plan?
6. Must they complete a HIRD form?
