Ken Phillips, Founder and President

The Massachusetts Chapter 58 Healthcare reform legisislation is now in effect and as the Mass Taxpayers Foundation has observed "a high level of compliance is expected."

According to the Foundation, Massachusetts has made the decision that "using the principle of shared responsibility rather than an employer tax or mandate" is the way that employers will be encouraged to cooperate.

In summary, compliance is not only mandated and expected but it is central to the sucess of the entire Healthcare initiative, and consequently will be monitored closely by the state agencies empowered to enforce the new law.
Because compliance is so important, we are making it easy for you to comply. We have 'bundled' all of the services you will ever need into one attractive easy to use package at a cost that cannot be duplicated anywhere.

Why do you need to comply?

First and foremost, its now the Law in Massachusetts.

Second, the penalties for ignoring the law can be significant. Penalties ranging from a "free rider" surcharges in the tens thousands of dollars to possible civil penalty of not more than $5,000 for each week on which certain reporting violation occurs or continues have been legislated.

While these measures will be the exception not the rule; why take a chance on non-compliance? With the electronic filing requirements enforcement is certain.

Why our subscription prices are so low

Its quite straightforward. Automation.
We have automated the entire process so that tasks that humans would normally do, at an expensive labor rate are now done by our systems. We also piggy back on the multimillion dollar efforts of the Connector, providing Legal Documents, a call center and data management. Our Solutions build on our experience as Business Process Outsourcers and developers of specialized employee benefit software that can be used over the internet.

Why don't employers do this all themselves?

Many do, and in fact the Mass Connector has provided many useful resources that can be used to "Do it yourself". Here is a link to the 'Connector Employer Manual.'

The process can be complex and most employers do not have the time and resources to handle compliance. Compliance is a popular and natural task to outsource. Employers are familiar with ERISA compliance which sets a level playing field across all 50 states Many employers do not have the expertise and experience and are not ready to “localize compliance and communication”. Since each state and local jurisdiction is unique, just keeping up with the rapidly changing laws, regulations, support structures and reporting requirements can be an expensive and time consuming task.
